Verso of photograph reads, "The chart above is a visual summary of the acquisition costs and the December 31 market value of each category of stockpile materials. The basic objective assumes some reliance on overseas sources of supply. The maximum objective assumes that the United States would be cut off from all sources of supply except those in North America. Specification grades of stockpile materials are those which meet U.S. government quality standards for defense needs and defense-supporting industries. Most of the materials on order, valued at $250,000,000, are those not yet delivered under contracts entered into some years ago.
